EMR Rollout: Health Centers Progress in Rwamagana District

Rwanda is advancing its digital health transformation in alignment with the Health Sector Strategic Plan (HSSP V). As part of this effort, the Ministry of Health, in collaboration with Health Builders, is rolling out a new Electronic Medical Record (EMR) system.

The system is being deployed across all health centers in Rwamagana District. Its primary goal is to improve the quality of patient care. It will also enhance operational efficiency and reduce the administrative burden on healthcare providers. Additionally, the EMR system supports the transition to a fully paperless health information environment.

Implementing the EMR system is part of a larger effort in Rwanda called the Health Center Digital Transformation Journey, an initiative that aims to strengthen primary healthcare delivery through the integration of digital tools and systems at the facility level.

It is also aligned with the Health Sector Strategic Plan (HSSP V), which outlines the national vision for achieving universal health coverage by enhancing the quality, accessibility, and efficiency of health services across the country.This shift will minimize reliance on physical registers and lower associated operational costs.

We are pleased to report significant progress in the implementation of the EMR system (also known as eBuzima) across health centers in Rwamagana District. After successfully training 40 master-users in early March, training has been expanded to all users at all 16 health centers. Now, all facilities are actively using the EMR system. 

While initial challenges such as system navigation and connectivity persist, health workers are adapting quickly. With continued support, these issues are expected to diminish as users gain confidence and proficiency with the system.

The new EMR system is streamlining clinical documentation, strengthening reporting and pharmacy management, and enhancing the overall patient experience by freeing up more time for direct care.
