Sandra Urusaro

Sandra Urusaro is a global health and health systems practitioner with experience leading operational and clinical initiatives across Rwanda and the United States, with additional research and programmatic engagement in Kenya, Botswana, and India. Trained as a nurse and public health professional, she brings expertise in program implementation, quality improvement, and strategic health systems strengthening across diverse care environments.
Sandra currently serves as Project Manager in the Strategic Performance and Operations Improvement Department at the Hospital of the University of Pennsylvania, where she leads cross-functional implementation initiatives, and accreditation efforts for the Breast Cancer Program. Her work integrates research, performance improvement, and structured project management methodologies to inform strategy, strengthen accountability, and deliver measurable impact.
Previously, she held leadership roles with Partners In Health/Inshuti Mu Buzima in Rwanda, managing a multi-district portfolio of clinical programs and contributing to strategic planning, fiscal oversight, and stakeholder engagement. She also led high-priority initiatives, including COVID-19 response and oncology service continuity during the pandemic.
Sandra holds a Master of Public Health from the University of Washington and a Bachelor of Science in Nursing from the University of Pennsylvania. She also holds certifications in global health and women’s, adolescent, and child health programming and is pursuing Lean Six Sigma certifications.
